some Catholic institutions in that very same period began moving against LGBTQ employees, following Ratzinger's purge of gay Catholics with his infamous 1986 "pastoral" letter.

In other words, a move was already afoot to pin blame for the abuse on gay folks at that time. /2

LGBTQ Catholics working in Catholic institutions were targeted, many of them living in discreet monogamous relationships — at the very time the same institutions were often KNOWINGLY sheltering clerics who had abused male minors, while no one was told they were doing this. /3
